Christianity, religion, philosophies of life and ethics - partial exemption note

You may be exempt from the parts of class that you perceive as offensive or insulting based on your religion or philosophy of life.


Upon receipt of a written note from a parent/guardian, students will be exempt from the parts of class that, based on their religion or philosophy, the parents/guardians or the student perceive as the practice of another religion or adherence to another philosophy, or that they feel is offensive or insulting. The school will arrange for the student to be taught different lessons within the curriculum. In other words, the student will acquire the same knowledge as their peers, but in a different way. Students 15 and over can submit a note themselves.  The right to exemption applies to all subjects. Each year, the school will inform the students and their parents/guardians about the rules for exemption and the teaching content.

Christianity, religion, philosophy of life and ethics is a regular school subject that normally brings all students together. The subject is to be taught, not preached. The school must show respect for the students’ and their parents’/guardians’ religious and philosophical convictions and must ensure their right to equal education. Nevertheless, situations may occur that some parents/guardians or students perceive as problematic.

The Public Administration Act

Section 2-3 a Exemption from activities etc. in the teaching and Section 2-4 Instruction in the subject of Christianity, Religion, Philosophies of Life and Ethics of the Education Act.


Guidelines – applying for, or receiving the service

Parents/guardians must notify the school in writing of the activities from which they want the student to be exempted. Students 15 and over can submit a written note without the consent of a parent/guardian.

Possibilities to appeal; procedure

If the school does not accept the exemption note, you can appeal to the municipality within three weeks from the date on which you received the school’s decision. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need guidance, you can enquire with the municipality. If the municipality upholds its decision, the case will be passed on to the county governor, who will determine whether the appeal should be sustained.
